Residents and business owners in the newly-forming Lower Highlands Historic Downtown Neighborhood Association, including the North Main Street business area, began meeting in November, 2005, at Bristol Elder Services to talk about common concerns. Issues included crime and vandalism, road construction and access to city services. Maureen Ryan Estes represented the Mayor's office to the group.
